Chancellor Behsudwal regarded climate change, elongated war, lower education and economic levels as the biggest factors of hunger that had threatened the livelihood of Afghans. He rather maintained that proper utilization of natural resources, introduction of professional agricultural systems, public awareness, and economic progress were the things that could harness the hunger issue to some extent.
